As a compromise, how about you ammend the rule so that if material is duplicated in another section, it is done so on a different file or image host and can only be duplicated by the same poster after a short period (7 days?)? That should eliminate the issue of the board being dominated by a few posters and only one or two hosts, and moderators can decide if the material is being ripped off by someone else or if two people happen to have te same material in a different format or whatever.
As an geek note, "Rattenkrieg" = War of the Rats. It was a term coined in WWII to describe the urban war in Stalingrad that saw the city destroyed and the battle conducted from the sewers.
